The first civilization known to man was created first by Mesopotamians and then later by Sumerians in the lands between the two rivers of Euphrates and Tigris. This is of course the land that later became Persia also including the southern Russia where Aryans migrated from. They created the first of everything that includes anything that we have in our current civilization. They created the first system of governments, cities, judiciary system, hospitals, universities, a very complex and amazingly accurate knowledge about astronomy, stars and our solar system.
According to the Sumerian mythological believe, the first kingdom was created in Kish, in Persian Golf and the first set of kings (about twelve) were gods. The next sets of kings were demigods (the children created by gods marrying humans). From this group the famous Gilgamesh, the Mesopotamian hero is named. The role of the early kings was more as an intermediary between humans and gods. Kings were priest that could have contact with gods but regular people could not have access to gods. The common people had to go to their kings or their priest to communicate with their gods and the gods were too hefty or lofty to get involve with simple man without intermediation of Priests and Kings.
The next kings who were fewer gods and more humans had to show their relation to the gods in some genetic forms in order to validate their rules. This is where we see the custom of kings or the head of tribes marrying their half sister became common. For example if a king had died and left two sons, one from his regular wife and the other from his half sister, the son produced from the half sister was more entitled to become a king than the son from the regular wife. This custom was not limited to Sumerian and Persian Empires but also Egyptians had the same custom and their history is full of kings marrying their half sisters.
Just to be fare with history, I have to note that while people marrying their half sister was common and encouraged for kings, the noble men and priests but having sex with ones true sister was severely punished. It is important to understand that this kind of marriages had nothing to do with sex or lust but to keep the original gene or blood from gods intact. This is important to clarify since we talked about Abraham being married to his half sister, Sarah and also because when our analyze of ancient history gets to Egypt, we need to know this in order to uncover the identity of the Moses Pharaoh.
So in this period we see the rise of royal priest who are kings or are children of kings assigned as priest by their father in various temples and the places of worship. This is the time that Terah, Abraham’s father is a royal priest in Ur.
